Iran Islamic Revolutionary Guard Corps (IRGC) has made an unusual direct appeal to American voters, releasing a lengthy open letter urging them to reject President Donald Trump’s policies ahead of the US midterm elections.
The 25-page letter, released on September 29, comes roughly five weeks before Americans are scheduled to vote in congressional elections. In the document, the IRGC calls on US citizens to oppose what it describes as costly foreign wars, Washington’s support for Israel and the Trump administration’s approach toward Iran.
The letter attempts to draw a distinction between the American public and the US government. Iranian officials argue that ordinary Americans and Iranians share concerns about the economic and human costs of military conflict.
Iran direct message to American voters
The IRGC’s appeal goes beyond criticism of Washington’s foreign policy. It directly asks American voters to use their political influence to challenge the administration’s approach.
The letter urges Americans to “wake up” and regain control from politicians whom Iran accuses of pursuing policies that have damaged US interests. The document argues that American voters should question the continuation of military confrontation with Iran and reconsider support for overseas military interventions.
IRGC spokesman General Hossein Mohebbi said Tehran did not necessarily expect the letter to immediately change the US administration’s behaviour. Instead, he said Iran wanted ordinary Americans to hear Tehran’s version of events and make their own political judgments.
The timing is significant because the November 3 midterm elections will determine control of the US Congress and could affect the Trump administration’s ability to advance its legislative agenda.
Attack on Trump’s Iran policy
A major portion of the letter focuses on Trump’s justification for military action against Iran.
According to the IRGC, the US and Israel have failed to achieve their declared objectives in the conflict. Tehran claims that the goals of the campaign shifted over time, ranging from pressure on Iran’s government to efforts targeting its nuclear and missile capabilities.
The IRGC presents the conflict as evidence that military pressure has failed to force Iran into submission. It portrays Iran as having withstood the campaign despite extensive strikes against infrastructure and military facilities.

Iran Nuclear programme at the centre of dispute
Iran’s nuclear programme is another central issue in the letter.
The Trump administration has cited preventing Iran from acquiring a nuclear weapon as a key reason for confronting Tehran. Iran, however, has repeatedly denied seeking nuclear weapons and maintains that its enrichment programme has civilian purposes.
IRGC spokesman Hossein Mohebbi repeated that position while accusing Washington of using the nuclear issue as a justification for broader strategic objectives.
The dispute over Iran’s nuclear activities has been one of the most persistent sources of tension between Tehran and Washington, with Israel also treating Iran’s nuclear capabilities as a major security concern.
Iran offers message of coexistence
Despite its strong criticism of Trump, the letter also contains a message directed at the American public rather than simply the US government.
The IRGC says Iran and the United States can coexist peacefully if Washington changes its policy toward Tehran. It calls on Americans to oppose continued US military involvement abroad and Washington’s support for Israel.
Iranian officials have increasingly sought to communicate directly with Western audiences during the conflict through state-linked media and online platforms. The new letter represents a more formal version of that strategy, putting the Iranian military’s political message directly before American voters.
A politically significant moment
The appeal comes at a particularly sensitive time for US politics. The midterm elections are approaching, while the conflict with Iran has contributed to broader concerns over energy prices, military spending and the consequences of US involvement in the Middle East.
Reuters reported that an earlier Reuters/Ipsos poll showed relatively low approval for Trump’s handling of the cost of living and for US strikes on Iran. However, the Iranian letter itself is unlikely to determine American voting behaviour, and its actual reach among US voters remains uncertain.
Iran’s decision to address American voters directly nevertheless highlights how the conflict has moved beyond the battlefield and into domestic political debate in the United States.

US-Iran tensions remain unresolved
The letter comes as diplomatic efforts continue alongside military confrontation. Qatar has been involved in efforts to facilitate communication between Washington and Tehran, while Iran has continued to demand changes in US policy.
At the same time, the United States has maintained pressure on Tehran and President Trump has continued to publicly argue that Iran must change course.
Against this backdrop, the IRGC’s 25-page message represents an attempt by Tehran to take its case directly to the American public. Whether the appeal gains meaningful attention among US voters remains uncertain.
For now, the document underlines the widening political dimension of the US-Iran confrontation: alongside military operations and diplomatic negotiations, both sides are also seeking to shape public opinion over the future direction of the conflict.
